So in this life, 1 who has manifested the desire in the heart that he feels great to serve Krishna, that means they must have done any ritual activities in previous lives?

Yeah, anybody who has a tendency to wait in love of God, or even if they didn't have, yeah, generally means that even if someone didn't have that sacrifice activity, they somehow come in contact with the Pure Divinity and take advantage of the association.

That's why that verse says, which is Janadur Janadapanggu.

Whether you're pious or impious, it doesn't matter.

They'll all be drowned in the ocean of Kriyotis and his mercy.
